VagrantのUbuntuでenable_i18n()の言語設定のエラー

VagrantにPostgresをChef-Soloで入れてから、下記のエラーがでるようになりました。
recipeの書き方に問題があったようです。。。。

解決した方法
言語設定に問題があるようなので、下記の内容を設定して解決しました。
